Our Church Covenant
Having been led by the Holy Spirit to receive the Lord Jesus Christ as our savior, and on the public confession of our faith, having been baptized by immersion in water in the name of the father, and of the son, and of the Holy Spirit, we do now, in the presence of God in this assembly most solemnly and joyfully enter into covenant with one another, as one body in Christ.

We purpose, therefore, by the aid of the Holy Spirit to walk together in Christian love; To strive for the advancement of this church in knowledge, holiness and comfort; To promote its prosperity and spirituality: to attend its services regularly; to sustain its worship, ordinances, discipline and doctrines; To give it a sacred priority over all institutions of human origin; To give faithfully of time and talent in its activities; To contribute cheerfully and regularly, as God has prospered us, to the support of the ministry, the expenses of the church, the relief of the poor, and the spread of the gospel throughout all nations.

We also purpose to maintain family and private devotions; To train our children according to the word of God; To seek the salvation of our kindred and acquaintances; To walk circumspectly in the world; To be just in our dealings, faithful in our engagements, and exemplary in our conduct; to avoid all gossip, backbiting and unrighteous anger; To abstain from all forms of activity which dishonor our Lord Jesus Christ, cause stumbling to a fellow believer, hinder the winning of a soul to Christ, or defile the temple of the Holy Spirit, which is the believer's body; To be zealous in our efforts to advance the cause of Christ, our savior; And to give him preeminence in all things.

We further purpose to encourage one another in the blessed hope of our Lord's return; To watch over one another in brotherly love; To remember each other in prayer; To aid each other in sickness and distress; To cultivate Christian sympathy and feeling and courtesy and speech; To be slow to take offense, and always ready for reconciliation, and mindful of the rules of our savior, to seek it without delay.

We moreover purpose that when we remove from this place we will as soon as possible unite with some other Church of like faith and order where we can carry out the spirit of this covenant and the principles of God's word.

Confession of Faith
Paragraph I – Of the Scripture
We believe that the Holy Bible, in its original form, was verbally inspired and the product of men carried along by the Holy Spirit. Therefore it is the ultimate source of truth and without error. We believe that it is the true center of Christian union and the only infallible rule for all human conduct, creeds, and opinions.

Paragraph II – Of the True God
We believe that there is only one living and true God, infinite in every excellence; that in the unity of the godhead there are three personal distinctions - the Father, the Son, and the Holy Spirit -One in substance and equal in every divine perfection.

Paragraph III – Of the Devil or Satan
We believe in the distinct personality of Satan, that he is the god of this age, author of all the power of darkness and sin, and is destined to the judgment of an eternal justice in the lake of fire.

Paragraph IV – Of the Creation
We believe that God created the heavens and the earth, including all life, "each after its own kind," by direct act and not by the process of evolution.

We believe God created humanity in His image, making them male and female, with gender being an intrinsic and intentional aspect of human identity . Furthermore, we believe God’s design for gender is fixed and unchangeable, and individuals are called to embrace their God-given gender, as this reflects God’s purposeful design for their lives.

We believe marriage is intended to be a lifelong union between one adult biological man and one adult biological woman, established by God as a reflection of Christ’s relationship with the Church . We believe that within this covenant, sexual intimacy is a sacred gift, intended for unity, the fulfillment of godly desires, and the procreation of children . Furthermore, we believe any sexual act outside the covenant of marriage is against God’s design and therefore sinful.

Paragraph V – Of the Sanctity of Life
We believe life begins at conception, and every human life has inherent value and purpose as a reflection of God’s image. Therefore, we believe abortion, the wanton ending of an innocent unborn life, is sinful and contrary to God's will, as He alone is the authority over life and death.

At the same time, we believe there is grace and forgiveness available through Jesus Christ for those who have had abortions. God's love and mercy extend to all who repent and seek His forgiveness, offering healing and restoration. As believers we are called to protect and care for the unborn, advocating for life and offering compassion and support to those facing difficult pregnancies.

We believe that all human life is sacred, created by God, and sovereignly ordained. We believe that only God has the authority to give and take life. While we believe that God calls His people to care for the sick and suffering, we believe that euthanasia undermines the sanctity of life and rejects God's sovereignty over death. We believe that believers are called to provide compassionate care, comfort, and support for those in pain, while trusting in God's timing and plan for each human life.

Paragraph VI – Of the Fall of Man
We believe that man, in the person of the first Adam was created in innocence but by voluntary transgression fell into sin, thus plunging the whole race into condemnation and death, so that now all mankind is born in sin and shaped in iniquity and become practical sinners with the first expression of personal choice, not by constraint, but by choice and so are without excuse before God.

Paragraph VII – Of the Atonement for Sin
We believe that the only escape from the condemnation of sin is through the atonement wrought by Jesus Christ, when He voluntarily took upon Him a human body and nature, yet without sin, and by His suffering, death, and resurrection made full satisfaction to the justice of God for the sin of man; that the blessings of this salvation are given on the grounds of grace to duty of all to grow in grace and in the knowledge of our Lord and Savior Jesus Christ.

Paragraph VIII – Of Salvation by Grace
We believe that faith in the finished work of the Lord Jesus Christ is the only condition of salvation from sin and that this salvation is wholly by grace; that no works, however good make that salvation more secure. We believe that all who take Christ as their Savior are born from above and are eternally secure in Christ.

Paragraph IX – Of the Church
We believe that the Church is a New Testament institution; unknown to the Old Testament prophets; established by Jesus Christ, Who is its sole Head; revealed through the holy Apostles; empowered and perpetuated by the Holy Spirit; composed of believers in Jesus Christ as Savior, both Jew and Gentile, called out from the world and indwelt by the Holy Spirit, His "body" for service and His "bride" for glory. It began with the New Testament saints and will be consummated at the coming of Christ in the Rapture.

Paragraph X – Of the Ordinances
We believe that there are two church ordinances: Baptism and the Lord's Supper.

Baptism is the immersion of a believer in water and is properly called "Believer's Baptism." It sets forth in a beautiful and solemn way our faith in a crucified, buried and risen Savior, with its effects in our lives of death to sin and resurrection to new life. Baptism is a prerequisite to the privileges of church membership.

The Lord's Supper is the commemoration of our Lord's death until He comes and our continual fellowship with Him, and should be preceded by baptism and always by careful self-examination.

Paragraph XI – Of the Righteous and Wicked
We believe that there is a radical and essential difference between the righteous and the wicked; that such only as through faith are justified in the name of the Lord Jesus Christ, and sanctified by the Spirit of God, are truly righteous in God's esteem; while all such who continue in impenitence and unbelief are in His sight wicked, and under the curse; and that this distinction holds among men both in and after death, in the everlasting felicity of the saved and the everlasting conscious suffering of the lost.

Paragraph XII – Of the End Times
We affirm the personal, visible, and glorious return of Jesus Christ to earth. His return will consummate God’s redemptive plan, bringing human history to its divinely ordained fulfillment.

We affirm the bodily resurrection of all humanity—believers to eternal life in the presence of God, and unbelievers to eternal judgment. The final judgment will perfectly display God’s righteousness, justice, and grace.

We acknowledge that faithful Christians may hold various perspectives regarding the timing of end-time events, including the rapture and the nature of the millennium. While the exact sequence of future events remains subject to interpretation, we are united in the certainty of Christ’s ultimate reign and triumph over all evil.

We affirm the establishment of God’s eternal kingdom, where believers will dwell in perfect fellowship with Him in the new heavens and new earth, where sin, suffering, and death will be no more.

Furthermore, we believe eschatology (the study of end times) is not merely a matter for intellectual inquiry but a vital source of living hope. It calls believers to holiness, faithful service, and the proclamation of the Gospel. In anticipation of Christ’s return, we seek to live with an eternal perspective, trusting in God’s promises and laboring for His glory.

Constitution
Article I. Name
The name of this organization shall be “The First Baptist Church of Elma,” unaffiliated, Bible believing. Its fiscal year shall begin January 1 and end December 31.
The business matters of this Church shall be managed according to the laws of the State of New York, regulating Baptist Church Societies, under the corporate title of “The First Baptist Church of Elma.”

Article II. Object
Its object shall be to promote the worship of God by the preaching of the Gospel of the Lord Jesus Christ at home and abroad, trusting that as a result sinners shall be saved and believers edified.
Its object is further expressed in our church Covenant. This Covenant shall be read frequently, during a morning Communion Service.

Article III. Doctrine
Its doctrine shall be in conformity with those accepted and expressed in our Confession of Faith.

Article IV. Finances
No money shall be raised by this Church, or any of its auxiliary organizations, except by gifts and free-will offerings.

Article V. Associations
                    As a New Testament Church cannot “join” anything outside itself, but only participate therewith on grounds of fellowship, this church declares itself to be in fellowship with all Bible-believing churches of like faith.

Article VI. Membership
Section 1. Present Membership
All whose names appear upon the rolls of this church are members, but only those upon the “Active” list are considered in good and regular standing. Those whose names appear upon the “Inactive” list have no right of franchise and may not be granted a letter of “good and regular standing.” Members who have not reached their eighteenth birthday shall not have the right of franchise.

Section 2. Reception of Members
Paragraph A.
Anyone professing faith in the Lord Jesus Christ as personal Savior, giving evidence of a change of heart, and declaring himself (or herself) in accord with the principles, practices, and doctrines of this church may become a candidate for church membership.

Paragraph B.
Candidates may become members of this Church in any of these four ways:

  • By Baptism
  • By letter from an acceptable church of like faith and order as this Church
  • By statement of Christian experience (having been previously baptized)
  • By restoration

Paragraph C.
Candidates for church membership shall appear personally before their pastor and deacons who shall pass upon their qualifications and prescribe any restrictions, they may deem advisable for the best interests of the church. Having been recommended by the deacons the name shall then be submitted to church for acceptance or rejection, five dissenting votes constituting a refusal or admission, but any member objecting may be required to present the grounds of his objection before the deacons at their next meeting. A unanimous vote of the deacons shall overrule the objection and the name shall be submitted once more to the church.

Paragraph D. Associate Membership
The purpose of Associate Membership is to provide opportunity for the service and fellowship to those persons of temporary or unique residence in the area who are members in good standing of a church of like faith and practice, and who wish to retain membership in their “home” church (e.g. missionaries, military personnel, college students, seasonal residents, etc.)

Such persons must meet the requirements for active membership as stated in Par. A through Par. C above. Following an affirmative vote by the church, a note of the granting of Associate Membership will be sent to the “home” church by the Church Clerk.

The privileges afforded Associate Members are the same as for Active Members in areas of service and ministry, except that they may not vote in the congregational business meetings of the church or hold an elected office.

The dismissal of Associate Members shall be in accordance to the procedures stated in Section 3 below.

Section 3. Dismissal of Members
Paragraph A. Church Letters
Letters of dismission may be granted any member in good and regular standing. Such letters must be addressed to some particular church of the same faith and order as this and sent by the clerk to the pastors or clerk of the church to which the member is dismissed. Such letters shall be valid only for six months from date, and the member dismissed shall remain subject to the discipline of this church until notification has been received of the acceptance by the church addressed. No letter shall be granted except to a designated church of like faith and order. The persons coming from another church must conform to the above order and the “CONFESSION OF FAITH.”

Members not in good and regular standing or those desiring to unite with a church not of our faith and order may be given a Certificate of Standing to date.

The Deacon Board shall at quarterly intervals, review the members on the “active roll,” in regard to their “support, attitude and spirituality within the confines of the Word of God and the Church Covenant.”

Paragraph B. Discipline of Members
The matter of discipline of membership shall be in the hands of the deacons assisted by the pastor, but in cases of expulsion from membership final action must be taken by the church. No member shall be expelled until every effort has been made, including if physically possible, personal visits to reclaim him (or her) for Christ and the Church.

Members failing to support the church by their attendance within a period of one year, without legitimate reason (such “support” and “reason” to be defined by the deacons) will be contacted by letter. If no response, membership will be dropped immediately and the congregation notified.

Article VII. Ordinances
Section 1. Baptism
Those professing saving faith in Jesus Christ as Personal Saviour shall, by the pastor or some person authorized by the church, be immersed in water in accordance with the Scriptural teaching. Immersion shall be prerequisite to church membership.

Section 2. The Lord’s Supper
The Lord’s Supper (Communion) shall be served to the assembled church by the pastor, or some person designated by the church and the deacons on the first Sunday morning of each month, and at the discretion of the deacons. Since it is the Lord’s Table, none who are His shall be barred, but the pastor shall frequently state the Scriptural order, which places baptism as a prerequisite to Communion, and shall explain the meaning of the ordinances.

Article VII. Officers and Deacons
The following officers shall be elected by the Church membership, at the Annual Business Meeting:

  • Deacons
  • Trustees
  • Church Clerk
  • Church Treasurer
  • Church Financial Secretary
  • Bible School Superintendent
  • Missionary Treasurer

These positions should be filled, whenever possible, by those who have been members of this Church for at least one year before being placed in nomination. In exceptional cases a member who has not been so for at least a year may be nominated only after prayerful consideration by the spiritual leadership of the church and discussion amongst the current membership. Every person put forward for nomination shall be duly qualified for the office and their terms of office shall begin on the first of the month following the Annual Meeting and retiring officers shall hold office until their term begins. Other minor offices may be created from time to time as may be deemed necessary. No person shall hold more than two major offices at one time.

Pastor
Paragraph A.
The Pastor shall be elected for an indeterminate term. Notice of the proposed choice of pastor shall be given from the pulpit for two successive Sundays preceding the election, voting shall be by ballot, and two-thirds (2/3) of the votes cast shall be required for election.

Paragraph B.
The Pastor shall give the church a notice in writing not to exceed sixty (60) days and not less than thirty (30) days of his intention to discontinue as pastor. The church may by a two-thirds (2/3) vote at a regularly called meeting declare the pulpit vacant, provided a notice of not less than sixty (60) days form the time this action is taken, be given the pastor occupying the pulpit to vacate the same.

Paragraph C.
The pastor shall be the Moderator of the church and a member ex-officio of the Diaconate, Board of Trustees and all committees.

Section 1. Deacons
Deacons shall be elected at the Annual Business Meeting, from the Church membership. The Deacons Board shall be staffed in accordance with the needs of the work. The term of office shall be three (3) years and so arranged that at least one one such term shall expire each year.

Paragraph A.
The qualifications for Deacon shall be such as are prescribed and set forth in the New Testament (Acts 6:3; 1 Timothy 3:8-13).

Paragraph B.
It shall be the duty of the Board of Deacons to (1) prepare the elements and table for the Lord’s Supper and assist in serving the same; (2) assist the pastor in administering baptism and in the spiritual supervision of the church; (3) with the pastor to carefully examine all candidates for church membership, recommending such as they consider eligible to the church for membership; (4) have charge of all matters of discipline of membership.

Paragraph C.
The Deacon Board shall elect from the membership, a chairman, who shall also be Vice-Moderator of the Church. He shall act as Moderator while the Church is without a Pastor and shall be the Chairman of the Pulpit Committee.

Paragraph D.
Changes and replacements may be made between Annual Meetings, only on the recommendation of the Advisory Board and a vote by the Congregation at a called meeting.

Section 2. Trustees
Paragraph A.
Trustees shall be elected by the Church at its Annual Meeting. The Board shall be staffed in accordance with the needs of the work. The term of office shall be for a term of three (3) years and such term shall be so arranged that at least one third (1/3) of the Board membership- shall be voted on annually.

Paragraph B. Duties of the Trustees.
The Trustees shall elect from their number a Chairman and a Secretary. The former shall preside at their meetings and have general oversight of their work. The latter shall keep a faithful record of any important work, acts or transactions performed by the body.

Meetings shall be held at the call of the chairman, pastor or two-thirds (2/3) of the full number of trustees. Two-thirds (2/3) of the full number of trustees shall constitute a quorum. The trustee shall make a full report of their activities to the church at each Annual Meeting or as requested by the church.

It shall be the duty of the trustees to care for the property of the church, to hold, repair, invest, and preserve the same, including hiring and supervising the Sexton to superintend any improvements that are not entrusted to a special committee, and to perform such business concerns of the church as shall from time to time be assigned to them by the church. The trustees are at all times servants of the church and subject to its corporate action.

The trustees shall have no authority to sell, lease, give away or dispose in any manner, church property in excess of $500.00 (five hundred dollars) value. Disbursements authorized by this Board shall be in general agreement with the Church Budget allotments. However, in cases of emergency or expediency, necessary action shall be taken, subject to subsequent review by the Advisory Board and/or the Congregation. No debts or encumbrances of any substantial nature shall be assumed, expect by corporate acts of the Church.

Section 3. Clerk
The church shall elect from its membership at each Annual Meeting a Clerk for the ensuing year. He (or she) shall keep a fair and complete record of the proceedings of the church, have charge of all records, keep a register of all members of the church, write letters of dismissal, give notice of church business meetings, announce the offices to be filled at an Annual Meeting and perform such other particular duties as may be prescribed by the church.

Section 4. Treasurer
At each Annual Meeting the Church shall elect from its membership, a treasurer. He/She shall receive all designated money of the Church and make such disbursements as directed by the Church. He/She shall keep a true and fair record of accounts and make a full report to the Church at each Annual Meeting and when otherwise directed by the Church.

Section 5. Church Financial Secretary
At each Annual Meeting the Church shall elect from its membership a Church Financial Secretary. He/She shall be responsible for counting and recording of all tithes and offerings designated “Church,” “General Fund,” “Current,” “Missions,” etc. (specified or special offerings). Such funds shall be properly recorded and delivered to the Church and Missionary Treasurers. He shall be responsible for the distribution of church envelopes and shall furnish annual statements of individual contributions upon request.

Section 6. Bible School Superintendent
He/She shall be elected annually. He/She shall be responsible to the Deacon Board for the general oversight and operation of the Bible School. He/She shall make periodic reports to the Deacon Board, relative to the teaching staff, curriculum, policies and activities.

Section 7. Missionary Treasurer
He/She shall be elected annually. He/She shall be responsible for recording and disbursing of all moneys designated for missionary endeavor, only as directed by the Missionary Committee and shall be a member of the Missionary Committee.

Article IX. Committees
Section 1. Missionary Committee
This committee shall consist of the Pastor, one member each from the Deacon Board, Trustee Board, and of the missionary organizations, Bible School Superintendent, plus three persons elected from and by the Church membership. The Committee shall elect its own chairman and secretary. It shall recommend missionary projects for the Church and auxiliary groups, to support, and shall draft an annual missionary budget to be submitted to the Advisory Committee for its action at least three weeks before the Annual Meeting.

Section 2. Nominating Committee
At least four weeks before the Annual Meeting, a nominating committee shall be formed as follows: The following groups shall elect or appoint one member each: Deacons, Trustees, Bible School, Senior Missionary Organization, and Senior Young People’s Society. This committee shall place in nomination at the Annual Meeting members of the church which it deems qualified to fill for the ensuing term the offices that become vacant at that time. The names of such nominees shall be posted two weeks before the Annual Meeting in a conspicuous place in the church building. It is understood that these nominations do not prohibit nominations from the floor of the Annual Meeting, or place in an unfavorable light members making such nominations.
It shall also be clearly understood that any person nominated from the floor must meet all qualifications for that office, as stipulated elsewhere in this constitution, in regard to ability, spirituality, standing in the church and the community, etc.

Section 3. Auditing Committee
An auditing committee elected at the annual meeting consisting of two members shall carefully examine the records, receipts and vouchers for the past year and report their findings to the church at the annual business meeting.

It may, at its own discretion, make additional audits, to simplify the final annual audit.

Section 4. Pulpit Committee
When a vacancy occurs in the office of the Pastor, a Pulpit Committee shall be formed to consist of the following: the Chairman of the Board of Deacons, who shall be the chairman of the Pulpit Committee; 1 representative each elected by their own members from the boards of deacons and trustees; 2 male and/or female representatives elected from the membership of the congregation, other than members of the boards of deacons and trustees. This committee shall function as such until a new pastor is in the field.

It shall submit to the congregation, various procedures to follow, in securing a pastor. In following the selected procedure, it shall secure the candidates and arrange for their entertainment, transportation, etc.

Section 5. Advisory Committee
This committee shall consist of the pastor, deacons, trustees, church clerk, treasurer, assistant treasurer, financial secretary and Bible school Superintendent. It shall meet at times decided by itself, generally monthly, and be presided over by one of its own duly elected members as chairman. It shall also either elect from itself a member to act as assistant treasurer, or pass on the qualifications of any other suggested church member in good standing. The church clerk shall keep a record of activities of the committee with his slash her report to the church. Its duties shall be to pass on all major matters of church business or policy and recommend to the church for its actions such as it deems necessary.

It shall also act as the financial committee of the church. In this capacity it shall, prior to the annual meeting, review expenditures of the past year and formulate a realistic proposed operating budget for the coming year, this to be included in the printed annual report.

Article X. Auxiliary Organizations
Section 1. Church Bible School
1.) This organization shall be considered as the church studying the Bible and shall be under the general supervision and control of the church.
2.) It's officers, teachers and substitutes shall be either church members in good standing or be acceptable to the Deacon board and/or pastor.

Section 2. Other Organizations and Committees
1.) There shall be such other organizations and committees as the most efficient prosecution of our objects shall demand, but none shall be started without the consent of the advisory committee. They shall be self-governing but finally subject to the control of the church constitution and voted policy.

2.) All major officers of such organizations and committees shall be church members in good standing, or be acceptable to the Deacon board.

Article XI. Missions
It shall be the policy of this church to support only those missions engaged in the evangelization, Christian teaching, Bible translation and the general conduct of other necessary and related missionary activities and agencies. They shall be known to be in hearty agreement with our confession of faith, both in doctrine and practice.

Article XII. Business Meetings
Section 1. Annual Meeting
There shall be an annual meeting of the church on the second Sunday of February to elect boards, officers and standing committees and transact any other business. In case of any omission in holding the elections above, the meeting shall be called and held upon the earliest available date thereafter.

Section 2. Special Business Meetings
Special business meetings may be called any time, provided public notice be given of the same on the Lord's day proceeding, except that those for calling or dismissing a pastor shall be given public announcement for two preceding Sundays. At such a meeting, 30 per cent of the active members shall constitute a quorum. However, routine business may be done, when necessary, at any stated meeting of the church without regard to the above requirements.

Section 3. Order of Meetings
In the conduct of business, rules contained in Hiscox’ Rules of Order shall govern all cases to which they apply. In exceptions and majority vote shall establish the rule

Section 4. Suggested Order of Business for the Annual Meeting:

  • Reading and approving of previous minutes
  • Discussion or departmental and board reports, as printed and contained in the annual report. Acceptance of these reports by vote.
  • Election of officers.
  • Discussion of the budget (past expenses and proposed expenditures).
  • Unfinished business.
  • New business.
  • Adjournment.

Article XIII. Ammendments
This constitution may be amended by a 2/3 vote of the members present at any business meeting, providing that notice of proposed amendment shall have been given from the pulpit for the two Sundays prior to the meeting at which action is desired.
